Statement of President of the Republic of Indonesia on the Report of Team for Non-Judicial Resolution of Past Gross Human Rights Violations (PPHAM), at Merdeka Palace, Jakarta, January 11, 2023

Assalamu’alaikum warahmatullahi wabarakatuh,
Good morning,
May peace be upon us.

Fellow Citizens,

I have carefully read the report of Team for Non-Judicial Resolution of Past Gross Human Rights Violations, which was established based on Presidential Decree Number 17 of 2022.

With a clear mind and sincere heart, I, as Head of State of the Republic of Indonesia, acknowledge that gross violations of human rights did occur in various incidents. And, I deeply regretted the 12 incidents of human rights violations that happened in the past, namely:

  1. 1965-1966 incident;
  2. Mysterious Shooting incident, 1982-1985;
  3. Talangsari incident, Lampung, 1989;
  4. Rumoh Geudong and Sattis Post incidents, Aceh, 1989;
  5. Enforced Disappearances of Persons, 1997-1998;
  6. May 1998 riots;
  7. Trisakti and Semanggi I and II incidents, 1998 and 1999;
  8. Shaman Murders, 1998-1999;
  9. KKA Intersection incident, Aceh, 1999;
  10. Wasior incident, Papua, 2001-2002;
  11. Wamena incident, Papua, 2003; and
  12. Jambo Keupok incident, Aceh, 2003.

I would like to express the deepest sympathy and empathy for the victims and their families. Therefore, the Government and I are also committed to try to restore the rights of the victims in a fair and wise manner without negating the judicial settlement.

Second, the Government and I are committed to ensure that gross violations of human rights in this country will never happen again in the future. And, I order Coordinating Minister for Political, Legal and Security Affairs to oversee the Government’s concrete efforts so those two things can be achieved.

I hope these measures would be a meaningful step for healing the wound of the nation and strengthen our national harmony within the Unitary State of the Republic of Indonesia.

That concludes my remarks on this auspicious occasion.
