Pre-Employment Card Program Helps Communities During Pandemic: Coordinating Minister

The Pre-Employment Card program is a success story in creating innovation and improving digital transformation to assist communities during the pandemic, according to Coordinating Minister for Economic Affairs Airlangga Hartarto.

“The Pre-Employment Card Program is part of innovation in public services to implement massive assistance program to all Indonesian people. This can be carried out with the Government innovation in implementing an end-to-end digital system and cloud-based technology,” Airlangga said as quoted by the Coordinating Ministry’s official website, Friday (02/11).

All Pre-Employment Card recipients, he added, receive training and incentives which are part of social protection.

Airlangga said that the Pre-Employment Card Program has also encouraged an open digital partnership ecosystem. To date, the Pre-Employment Card ecosystem has 180 training institutions and 11.4 million recipients, including migrant workers.

“The Agency for the Protection of Indonesian Migrant Workers (BP2MI) has applauded the program because for the first time former migrant workers receive training programs and social assistance so that they can re-enter the job market. This is a breakthrough,” he said.

The Coordinating Minister also underscored lessons learned from this program.

First, the Pre-Employment Card program is the manifestation of the Government’s commitment to transform the public services by utilizing digital technology.

Second, the program is part of a partnership between the Government and the private sector to support the development programs, thus creating massive positive impact.

Third, the Government is aware that innovation requires support, opportunities and regulations. The Pre-Employment Card program encourages the education technology sector and learning management system to create various innovations.

The Coordinating Minister further said that during Indonesia’s G20 Presidency this year, the Pre-Employment Card Program is expected to serve as a model for other developing countries.
